Publius was high councillor when Conan ruled Aquilonia. He was old and fat, and better at laying plans than taking action.
When King Conan was wounded by the attack of Ascalante and his co-conspirators, Publius was among the throng of people that entered the wounded king's room. He recognized the faces of Gromel, Volmana, and Rinaldo among the slain attackers, and exclaimed "Black treachery! Some one shall dance for this!"
Pallantides told him to be silent and aid them in binding Conan's wounds. Instead of helping them, Publius called out for someone to bring "every leech of the court".
